Hallucination claim extractor

This tool pulls out claims worth checking and ranks them; it does not judge whether any claim is true, and no model runs here. The patterns are honest but narrow: they catch figures with units, dates, quotes, source claims, absolutes, capitalized names and stated causes, and they miss vaguer claims a human would flag. A low-risk sentence is not a safe sentence, it is one with fewer handles for verification.
