The video stays on your device: decode runs in the browser's own video element, frames are drawn to a canvas here, and the exported files come straight back to you. What this tool is not: it does not convert codecs, so files the browser cannot play (some HEVC and ProRes masters among them) will not open, and converting to H.264 MP4 is the usual fix. Frame stepping lands on the seek positions the decoder reports, which can sit a fraction of a frame off the exact grid on variable-frame-rate files. Only grab footage you recorded or have the rights to edit.
