INI inspector and formatter

Parse INI with the ini package — sections, dotted paths, duplicate keys (last wins), and the boolean coercions that surprise everyone, each named in a loss ledger.

- Comments do not survive the round-trip — ini.parse drops them; the ledger counts exactly how many.
- Duplicate keys keep the LAST value (ini’s rule, and java.util.Properties’) — the first is in the ledger, not the output.
- This formats; it does not validate your app’s schema — unknown keys pass through untouched.
