CSV cleaner

This tool tidies shape, not content: it trims parsed cells, drops blank rows and fully-empty columns, and re-quotes per RFC 4180. It does not fix ragged data beyond padding it (padded rows are counted), does not validate values, and refuses a first record that carries several delimiters rather than guessing. Newlines inside quoted cells pass through untouched, and the tool never touches a file on disk; everything runs in this tab.
